In Jira Cloud you may encounter that the app is using Jira default time zone instead of user's one. Most often this is caused by restricted access to time zone info. Please follow these steps to allow the app to retrieve correct time zone.

 Click Account settings:

Then navigate to Atlassian account > Profile and visibility:

And set Local time to “Anyone“.
