In cloud version the issue appears though when it comes to filtering the matching suitable issues per project as a user is able to select and set a parent from another project. For instance, for a given issue with the issue type of Program a user is able to set a parent with the issue type Portfolio from another project which is achievable in Jira but not in Jira Plan.

In cloud version, the issue picker looks good when it comes to searching matching suitable issue in accordance with the Plan hierarchy

In DC version, “no matching issues found“ is shown per typing into Parent Link field/column, in Table
For instance, a user wants to type in MSDP-31 to set a new parent for the program MSDP-41 that currently is without a parent.
Note: Using drag-and-drop action (dragging MSDP-41 under MSDP-31), in Jira and in Gantt Suite chart leads to a positive outcome:

Currently, a user can select any issue as Parent, Parent Link in Table for a given issue, without taking into account the configured Plan hierarchy. In case a selected issue does not fit into existing Plan, the given issue becomes an issue without Parent in Plan.
